the truth is, across eastern libya for many months before the attack took place in benghazi, there was a troubling pattern of deteriorating security. not all of it was directed at the united states, but there has been a tendency, not just in case of eastern libya but i think across the world in recent years for us to focus too much on specific credible threat. and sometimes lose the forest through the trees. i think that's something that we were painfully reminded of in the case of the benghazi attack, and we need to do better at. there's some specific recommendations the accountability review board has made that we will implement relentlessly in the state department. we will certainly work with the rest of the intelligence community. >> finally, reading from the report again and having listened to both ambassador pickering and admiral mullen's, where they made it very clear that while there are many mistakes that were made, the outline and respond to do, that significant problem here is resources. we can either head in the sand or we can ultimately meet that challenge. wher

of the state department has issued a report on the events that took place in benghazi, september 11 of this year. i think it is excellent. there are other committees in congress that have begun other investigations and i think that each of these will contribute to our understanding of what happened in benghazi and help to make sure that nothing like it happens again. under the senate rules, our committee has a special responsibility for oversight. as i said, for the interaction of different agencies of government, it is through that lens that after the tragic events of benghazi on such a member leventhal, the senator and i began our investigation. obviously we were time limited by the end of this year and end of this congress, the end of my service here. i am grateful not only to the senator for once again the extraordinary by partisanship we have had, but also our staffs who have worked together for well. they really work through the holiday when i must ask for my benghazi team to come down to our first floor office. the numbers were smaller than they had been earlier, but they had

in benghazi that took place september 11th and killed four americans, including ambassador chris stevens. according to the egyptian source the man is identified as being in his late 30s. he's known to egyptian intelligence officials for his connections in the past with extremist groups both in egypt and libya and his connections with groups in afghanistan and iraq. acht the country's revolution he managed to escape from a prison where he was being held. it was shortly afterwards he emerged on the scene for egyptian intelligence officials who say he began trading arms into libya, egypt and ultimately onto gaza. right now there's no indication what role he may have played precisely in the attack on the u.s. consulate. he's held in custody. there's conflicting reports as to when he was actually detained. some suggested he was arrested on friday morning. there are other reports suggesting he had been arrested several weeks ago. right now he remains in egyptian custody. he has not been charged with any precise accusations. he is, however, being questioned by egyptian officials as to what role

in the department's security review after the benghazi attack making additional funds available for this purpose is one of the recommendations of the accountable -- accountability review board chaired by ambassador pickerring and admiral mullen. this amendment is a permissive amendment. it is not a prescriptive amendment. it permits the transfer of funds between the diplomatic program and embassy security, construction and maintenance at which would otherwise be precluded due to percentage limitations on such transfers. according to c.b.o., the amendment has no outlay scoring impact. we all want to do -- we all want to do what we can to prevent another tragedy like what occurred in benghazi. the state department has done a review and these funds will be used to expedite construction of marine security guard posts overseas posts to, build secure embassies in beirut, lebanon and zimbabwe. there is nothing controversial about this amendment. these are existing funds. there is no new appropriation. this amendment has no scoring impact. it's simply a matter of allowing unobligated prior-year funds to

if obama chooses her as his next secretary of state. as we've seen since the benghazi attack, mccain is one of rice's harshest critics. the two met late last month along with other senators to discuss rice's television appearances during the aftermath of those september 11th attacks in libya. rice hoped to put mccain's fears at ease but he came out of the meetings saying he only had more questions than when he went in. mccain spokesman says he will seek a spot on the international affairs panel which oversees the state department. republicans have said they would rather see john kerry as circumstance -- secretary of state over susan rice. hillary clinton is still polling very well after her stint with the state department and democrats are practically begging to see her in 2016. according to the latest abc news, "washington post" poll, 57% of people say they would support her run. although abc is reporting today she said she'll most likely devote her time to her husband clinton's foundation to focus on women and girls wo

. there's no question that benghazi continues to be litigated. even on the democratic side, there is some division on this. i've talked to democratic senators who have questioned whether she has the standing, the stature, to be secretary of state. so obviously there's some division about how people view susan rice. but here's the bottom line. she's very close to the president of the united states. she is a key voice in his national security team. that's what could ultimately win the day. john kerry has been campaigning hard for it. he's done everything this administration has asked in their first term. overseas, been quite engaged as chairman of the foreign relations committee. so he's certainly a very strong candidate. but at this point, even people close to the president suggest there's just a bit of a question mark about how much of a fight he wants and how much it will come down to getting somebody he believes in and he's close to into that job. >> congressman cleaver, your thoughts on susan rice as a potential nominee. >> well, i think susan rice is imminently qualified and capable o
